Security Update — Important: Online account login is changing June 30th
Starting June 30, 2026, your online bill pay account will require a second verification step each time you log in. This is a security enhancement to better protect your account.
Action needed before June 30th: Please log in to your account and confirm that the email address on file is current and accessible. You will need it to receive your verification code.
What to expect when you log in after June 30th:
- Visit the ePay portal as usual
- Enter your username and password
- A 6-digit code will be sent to the email address on your account
- Enter the code when prompted to complete sign-in
If your email address needs to be updated, you can do so by logging in before June 30th, or by contacting us at 888-754-9878 or 252-235-4900 for assistance.

If you have an established account with any department in the City, you can pay your utility bill here. Just register by clicking the blue View/Pay eBills button above. You can pay using any one of the major credit cards, a debit card or PayPal.
Registration: You will need an email address and the bill to name, address and account number as it appears on your bill. Create a Username and Password. You will receive an email confirmation that you are registered.
This is a Convenience Fee based service. The convenience fee is collected by a third-party payment processor and covers the processing fees and cost of operating this payment web site. The City does not collect any of the Convenience Fee. You can calculate the convenience fee once you have clicked the View/Pay eBills button but BEFORE finalizing the payment.
The city does not collect or retain any personal financial information from this web site. The payment is processed by PayPal through its secure payment processing portal.
